Plaintiffs William E. Currier and Robert C. Braun profess to be members of the American Heritage Forum ("AHF"), an organization apparently dedicated to the propagation of litigation. What the organizations goals are or whether such an organization even exists are matters of some dispute, but at this stage of the litigation, we must draw factual inferences in favor of the plaintiffs. The plaintiffs characterize AHF as a nonviolent affiliation of Christians that desire a return to "Americas common law heritage." To throw off the manacles of burdensome governmental regulation, AHF members have refused to register their cars with the state of Wisconsin.
